add "add attachment to bug" link after you create bug, after the "back to bug" link

after I create a bug, the next thing I do is frequently attach and attachment.

it would save me a click!

we already do something like this after you attach the first attachment, "create
another attachment" or something.

I'm using  Bugzilla  Version 2.19.1+
scroll down. :)  There's already a link to create an attachment on that page.

oops, I didn't realize that.  you are right, because the html below is the bug
report which has the "create new attachment" link.
