This used to work earlier in the 0.8+ cycle, but I'm not sure when it regressed
(probably some time this month).  I'm using 20050421 right now.

If you drag a .webloc onto a tab widget or the bg of the tab bar, the tab's
location bar displays the local path to the file, rather than loading the
webpage whose URL is contained in the webloc.

CC'ing Bruce and Wevah because they're working with a couple of other
webloc-related bugs right now.
This was caused by the checkin of the bookmark drag and drop code under bug
155484 etc. I'm duping against bug 278816 which is caused by the same regression.
