Requesting NSPRPUB_PRE_4_2_CLIENT_BRANCH checkin approvals
for aviary1.1a and mozilla1.8b2.

This is a simple patch to enable "nspr-config --version" to
return the correct NSPR version (4.6.0).  It has been reviewed
and tested by [e-mail].  The patch has very little
risk.
