When you go to the bookmarks drop down menu, and use scroll wheel on mouse going
down, the list will want to try and go up and just keep going.....only sometimes
though.

Reproducible: Sometimes

Steps to Reproduce:
1. Go to bookmarks drop down menu
2. use scroll wheel on mouse down
3. list goes up

Actual Results:  
bookmarks menu goes up


Expected Results:  
let you go down
