Details

If someone submits version 1.1 for Windows, and then submits version 1.2 for Windows, the 1.1 request should be auto-denied. Note that this must match on OS and application supported. We don't want to cancel a Windows TB when they submit a Linux FX version.

This is fixed in Remora. Although version denial doesn't exist in the same way it does in v1/v2, public add-ons with existing pending versions are no longer pending and just dropped back to the sandbox.
