Install the Firefox from a nightly MSI build. Log in as a non-admin user. When
the user clicks on Firefox, firefox.exe fires up and sits in the process table,
but no browser ever appears. It seems that firefox is just hung.

Steps to Reproduce:




I realize the instructions indicate an admin user should start the application
once, but this isn't practical in cases where the application is deployed via
group policy. The MSI needs to create <whatever files are created when an admin
first runs the program> on behalf of the user.
