When saving a file, unexpected results happen when renaming a file or creating a
new directory.

Reproducible: Always

Steps to Reproduce:
1. Save any file from the web
2. create a new directory
3. By default that new directory is highlighted - the button says open
4. When I click on whitespace to have nothing highlighted, the button says save.
5. When I click save it opens the new folder as though it was the open action.
Actual Results:  
The folder gets opened instead of the file saving.

Expected Results:  
The button should save, as that's what the title indicates

Firefox uses the Windows Save Dialog, so this is a bug in Windows, not Firefox.

You can see this by testing any other app that uses the same dialog.
