I first noticed this with Thunderbird (1.02 and 1.0+ [20050422]), but the same
thing happens in Firefox 1.03 and Mozilla Suite 1.76: namely, the most recently
used tooltip text gets used when the cursor is hovered over any item in a
toolbar button dropdown list, even if that tooltip has nothing to do with the
current button or dropdown.

For example, in Thunderbird if I hover the cursor over the Address Book toolbar
icon for a second or two, the tooltip text "Go to the address book" appears. If
I then move to the Get Mail dropdown and hover over something, it displays exact
same "Go the address book" tooltip here also. Similarly, if I hover over the
Delete button until the tooltip text "Delete selected message or folder"
appears, this same tooltip will appear if I then hover over any item in the
Print dropdown. It always seems to use the most recently used tooltip text for
these dropdowns, no matter where it came from. It will even use the mouseover
text from the messagelist pane (e.g., for a long subject line that got truncated
in the pane), if no other tooltip text has subsequently been displayed.

Reproducible: Always

Steps to Reproduce:
1. Hover over any toolbar button long enough for the tooltip text to appear.
2. Then hover over any item in any toolbar button dropdown.
3. See the previously displayed tooltip text appear over the dropdown.

Actual Results:  
Tooltip text was displayed where it shouldn't be.

Expected Results:  
The correct tooltip text (or none at all) should be used in these dropdowns.
