"Broadband Connection" Window Pops Up, Keeps Me from Connecting

I connect via a cable modem. In recent weeks Mozilla has been popping up a
"Broadband Connection" window that prevents me from connecting. I can't figure
out how to eliminate that component, since I don't need it.

Reproducible: Sometimes

Steps to Reproduce:
1. Launch Mozilla; default home page opens.
2. Try to switch to a different URL.


Actual Results:  
Maybe half the time the interfering "Broadband Connection" window pops up, then
times out.

Expected Results:  
Get that popup out of the way. I don't need it for my Comcast connection.
Do you use a host file for ad-blocking ?
BTW: go to "about:config" and change network.autodial-helper.enabled to false.
