292212 - tab lost with many tabs opened

Using a 800x600 screen resolution, if you open more than 26 tabs the circle icon
of loading a page appear above the close button.
When i try other resolution, the same problem appear with a different number of
tabs: 600x480 21 tabs or more, 1024x764 34 tabs or more,etc. All test with
maximized window, with other size of windows other number of tabs cause the same
problem.
The problem appear when you try to open more tabs than the window size allow.
Sorry for my bad english.

Steps to Reproduce:
1.open more tabs than the size of then window allow

Actual Results:  
malformed tabs

Expected Results:  
appear a button to choose a set of tabs, or enlarge the tabs control, the circle
icon doesn't appper above the close button
