When selecting multiple read messages to mark them unread, then they are not
marked as read. By selecting "mark as read", they get unread. Only if you now
mark them as read again, they get marked as read in the context menu too.
Reproducible: Always

Is this really a duplicate? I tried to mark messages as unread, which were read,
but are marked as unread.

I think so. The menu option is basically a toggle (read <-> unread), and the
problem is that the state of the checkmark on this item is sometimes wrong.
In your case you want to mark as unread, but the context menu (wrongly) does
not reflect the read state of the messages. Bug 223073 is just the other way
round (mark as read). Comment 5 in bug 223073 is close to what you are seeing.
