Okay, dumbass example. foo.com??? Geez.

Your Download Manager continues to say it is completed the file when it has not.
I watch it. I have a 56 K dialup connection and it said 63% for a file. I
minimize it and bring it back up and it says "done" but I open it and it says
only half the file is there. The file is 7 MB so it could not zip up through 37
percent that fast.

Oh and as said above in your bad example, your browser sucks. 

One thing I noted too was this same thing happened in Netscape 7.1

Reproducible: Always

Steps to Reproduce:
1. Download the damn file.
2. Wait until nearly 60%
3. Minimize and bring back up.

Actual Results:  
**** am I speaking another language? It stops at a portion of the damn file!

Expected Results:  
Damn it should make 100% of the freakin file!!!!!!
Which example? Which file? Lots and lots of people download complete files every
day.
