After closing the popup blocked-bar (yellow, under the tabs), switching to any
other tab, and then back to the initial tab, the blocked-bar reappears

Reproducible: Always

Steps to Reproduce:
1. open any url with popups (http://www.popuptest.com/popuptest1.html works great)
2. close the bar that says that popup windows were blocked
3. switch to any other tab, then switch back

Actual Results:  
The bar stating that popups were blocked will reappear, as if it had never been
closed

Expected Results:  
Not recreated the bar, unless this was the intended course of action.  If so, it
is quite annoying.

I can confirm this.
I can add to this the fact that the message appears even if you have allowed
popups for the site.
Steps to Reproduce:
1. Open any url with popups (http://www.popuptest.com/popuptest1.html)
2. Click on the Options and select that the site is allowed.
3. Switch to any other tab, then switch back

Actual Results:  
The bar stating that popups were blocked will reappear, as if it had never been
closed.

Expected Results:  
The bar should not appear, since the site is no longer being blocked for popups.
