With 'Sanitize on Shutdown' checked, and 'Cache' not selected, the cache is
still cleared on shutdown.

Reproducible: Always

Steps to Reproduce:
1. Turn on 'Sanitize on Shutdown' and do not check 'Cache'.
2. Shutdown Firefox.
3. Restart Firefox.

Actual Results:  
The cache has been cleared.

Expected Results:  
No cached files should have been deleted.
