Only a scrollbar paints in the dialog which appears when pressing the 'View
Saved Passwords' button in password manager prefs.

Reproducible: Always

Steps to Reproduce:
1. Open preferences
2. Press Privacy -> Passwords
3. Press 'View Saved Passwords'
4. Enter password

Actual Results:  
The dialog box which appears contains only a scrollbar

Expected Results:  
Showed a helpful list of all my saved passwords.
