After changing the setting for where FireFox should save all downloaded files to
from the default of the desktop, Download manager shows the new location, but
files are still saved to the desktop.

Reproducible: Always

Steps to Reproduce:
1. Set Download location to c:\Shared\Public\Downloaded Apps
2. Click on Link to download file


Actual Results:  
File is saved to desktop, rather than specified location.

Expected Results:  
Save file to specified location.
