When on a page with a targeted point (e.g.,
http://forum.woot.com/forum/viewtopic.php?p=63999#63999), clicking in the
address bar and then hitting enter scrolls to the target, but does not reload
the page. If the pageload was cancelled (via stop/escape) or timed out prior to
the anchor point being shown, hitting enter appears to do nothing.

When the target is removed from the url
(http://forum.woot.com/forum/viewtopic.php?p=63999), enter then reloads the page
as expected.

Reproducible: Always

Steps to Reproduce:
1. Load http://forum.woot.com/forum/viewtopic.php?p=63999#63999
2. Hit escape (or click stop) prior to the full page load.
3. Attempt to reload the page by clicking in the address bar and hitting enter.

Actual Results:  
No page reload. No visible action.

Expected Results:  
Presumably the page should reload, as it does when there is not a target at the end.

While I understand the browser's behavior, and it is actually desired when the
whole page has loaded and you're merely trying to re-find the targeted anchor,
if the page has stopped prior to fully loading, the lack of action appears buggy.

In order to get the page to actually reload, you have to remove the targeted
link from the url. This is non-obvious.
