editing bar for yahoomail's compose is missing all the time with firefox and
mozilla suite both windows 98 and windows XP.

Reproducible: Always

Steps to Reproduce:
1. login to compose of yahoomail
2.editing bar missing
3.

Actual Results:  
not seeing edit bar

Expected Results:  
It should be seen like in IE.
