Using a Mac with OS X, one should be able to drag the small icon to the left of
the URL in the address pane of Navigator to the dock. This works with Safari,
but does not work with Mozilla.

Reproducible: Always

Steps to Reproduce:
1. Open Navigator and go to a website.
2. Drag the small icon to the left of the URL in the address pane to the
right-hand part of the dock.

Actual Results:  
Nothing is entered into the dock.

Expected Results:  
The icon should be entered into the dock.

eMac G4, OS X 10.3.9, Classic theme.
