If you try to add Any:Any to a flag type's inclusion list multiple times, you
succeed.  Duplicate entries on clusion lists are superfluous, and attempts to
add them should silently fail.
I wonder if the fix for bug 288663 will fix this bug as well.

Yes. The patch from bug 288663 already landed and I cannot reproduce your bug. :)
