"File doesn't exist" error occurs if trying to open one more html file (contain national characters) from disk using Explorer or any file commander

I've selected an option to open file from disk in new tab, but not in new
window. If a full file name contain national charcters (Russian characters - in
my case), for example d:\Папка\file.html or d:\Folder\файл.html, it will be
opened without errors (by double click on file icon in Explorer). But if I'll
try to open one more such file, I'll get an error:
File /d:/Folder/%D3%E4%F5%G6.html doesn't exist. Check address and try again.
Of course, I can use menu File\Open file, but it's not vrey convenient way.
I hope that you'll fix this bug soon. Sorry for my bad English :).
Reproducible: Always
Steps to Reproduce:
1. Double click (or press Enter) on the file icon in Explorer or any file
commander. File name must contain national character. New pages in Firefox must
open in Tab, but not in new window
2. Do it one more time. You can use the same file or another file - it doesen't
matter. You'll get an error "File .... doesn't exist. ..."
3. You can do it one time more, if you want
Actual Results:
error "File /d:/Folder/%D3%E4%F5%G6.html doesn't exist. Check address and try
again."
Expected Results:
It should open file in new tab
