On http://php-tech.de/muell/temp/index.html, the left border between the top
"news"-link section and the Impressum part is rendered solid if the page is
scrolled all the way up, and rendered dotted if scrolled down and refreshed. 

Also, if the window is made smaller, then the border is rendered dotted if
scrolling down.

Reproducible: Always

Steps to Reproduce:
1.Open http://php-tech.de/muell/temp/index.html
2.Look at left border. 
3.Scroll down, and refresh

Alternatively:
2.Minimize window
3. Scroll down

Actual Results:  
Part or the whole border is rendered as with the attribute "dotted"

Expected Results:  
The border should be solid
