If you right-click on certain pages, it brings up the context menu, but with
arrows. This seems to happen on interactive elements on PHP and ASP pages.

Once triggered, the arrows will always appear in the context menu, even though
the full menu is shown.

I understand that these arrows should only appear when the menu can't be
displayed entirely, to allow scrolling to the options that couldn't be shown.

Note that this behavior only appears in the page view, not the rest of the
browser interface.

Reproducible: Always

Steps to Reproduce:
1. Go to a page which contains interactive server-side scripted elements. Say, a
topic on http://forums.animesuki.com/
2. Right-click on an avatar
3. Go to any other page
4. Right-click somewhere on it
Actual Results:
The context menu shows with arrows, even though no scrolling is needed

Expected Results:
It shouldn't have shown arrows
