When a user attempts to enter info into an editable field the keyboard/toolbar
can cover the editable field not allowing the user to see what they are inputing.

Reproducible: Always

Steps to Reproduce:
1. find an editable field
2. Scroll so the editable field is near the bottom of the browser window
3. open your tool bar (on screen keyboard)
Actual Results:  
Tool bar (on screen keyboard) will cover the editable field

Expected Results:  
The page should shift accordingly so the toolbar does not cover the editable
field.  Also the screen should shift if enough text is entered that a page shift
is needed to prevent the toolbar from covering the text entered.
