If you download something and view the download manager, 
Then if you close all of the windows, you cant open a new browser window without
closing the download manager window - which kills the download


Reproducible: Always

Steps to Reproduce:
1. Start a long download.
2. View the download manager
3. Close all browser windows
4. Attempt to create a new browser window (e.g. COMMAND-N )
5. Wonder why things arent working.
6. Close the download manager
7. Lose your file download
8. Weep into your breakfast cereal.
9. Report Bug to Bugzilla.. Wait. Probably a duplicate.

Actual Results:  
One is left with either a download and no possibility to create a new window, or
a cancelled download.

Expected Results:  
Continue to allow for windows to be created, regardless of the download status.
