Details

We should allow anyone to add attachments to any bug, just like we
let anyone add comments. (we do let them comment, right?)

Also allowing anyone to set keywords would make the bugathon run more
smoothly although the paranoid may not want this since it means that random
people could also erase keywords.

I've set lobotomy42 so he can edit bugs.

I checked the attachment stuff before we pushed, and I just checked it again on 
my test installation.  People with no privileges should be able to attach stuff 
to bugs.

This is another bug that's been sitting around for a while.  While attachments 
work, keywords don't.  You have to have privs or be the reporter, assignee, or QA 
for a bug in order to add a keyword.
i think letting anyone set keywords is a bad idea, since that could result in 
bogus searches if someone mislabels a bug with an incorrect keyword. keywords 
rely upon educating a set of people as to what they mean and the circumstances 
under which they should be used.  letting anyone change them dilutes the search 
strength.

marking as won't fix. if someone strongly feels i'm wrong, please reopen and 
reassign to me.
