293502 - need to be able to remove review requests when obsoleting patches by attaching a new one

My request queue is routinely full of out-of-date review requests, because it
takes another bugzilla trip to remove them, and it's never done.  (And there's
no way to batch-clear all requests on obsolete patches or anything, so I can't
even do it myself.)

Assuming that we shouldn't just automatically clear requests on obsoleted
patches, which I think would be pretty keen right there, some way to clear
requests when obsoleting with a new patch would be nice.  And by "nice", I mean
"I'm not too proud to beg".
