Steps to Reproduce:
1. Run firefox as a new user for the first time.
2. Browse to a site that requires Shockwave Flash plug-in
3. Allow pfs to install Shockwave Flash plug-in

Actual Results:  
Install fails
fileGetDiskSpaceAvailable() reports "Insufficient disk space"

Expected Results:  
install.js should create a user "plugins" directory if it does not exist.
