293644 - Dropdown menus disappear when Firefox runs without a browser window, or with just download window open

I noticed this bug while I was downloading something.  I closed all Firefox
windows except the Downloads window.  After doing this, none of the dropdown
menus in Firefox would work.  You can highlight the the header (i.e. File, Edit,
View, etc) but no dropdown menu appears.  The main Firefox dropdown menu is
still functional though.

There's a similar problem on the PC version of Firefox where the dropdown
windows cease to function after ALL windows have been closed.  I have not tried
this, but what I'm seeing may be the same problem...just that they cease to
finction when all BROWSER windows are closed, not every single window...i.e.
prefs or Downloads, etc.

Note: I'm running OS X (10.3.9)

Reproducible: Always

Steps to Reproduce:
1. Start a download from a website (something long enough to give you time to
reproduce this ... >1MB should be suff
2. Close all windows except the Downloads window

Actual Results:  
Try and use the drop down menus...File, Edit, --> Help. None work.

Expected Results:  
Dropdown menus expected to function as normal.

This is NOT a duplicate of 239218.  For that bug, per what is written, the
dropdowns appear, just don't work.  For this bug there ARE no dropdown menus. 
They all cease to exist.  It's not that they don't function when something is
selected on them, they're not there at all.

Well, then choose one of these...: ;-)

bug 228615, bug 235579, bug 247001, bug 255658, bug 267681, bug 268301, etc.

All of them have been duped against bug 239218 (most of them via bug 245206).
This is definitely the same issue.
