When you click "View Saved Passwords" (under Options - Privacy) and enter the
master password (must be set) the Password Manager will run non-modal with
respect to the Options dialog.  The Options dialog is still accessible, so you
can close it, or do whatever you want, like opening a second Password Manager. 
This only happens once, as the master password is only asked once.  You have to
restart Firefox to reproduce it.

Reproducible: Always

Steps to Reproduce:
1. Tools -> Options -> Privacy -> View Saved Passwords.
2. Enter the master password.
3. Password Manager runs non-modal.

Actual Results:  
The Password Manager runs non-modal with respect to the Options dialog.

Expected Results:  
The Password Manager should run modal.

I classified it as Normal, as I didn't find a way to exploit anything.
60 days inactive: INVALID in 72 hours, otherwise reassigning to owner.
