This is a header for a public API offered by Mozilla (and others).

Should it really be under the MPL instead of a more free license?
It was originally NPLed.

However, I suspect that as it's a published and widely-implemented interface,
we'd have no grounds to sue anyone doing a new version of the file while looking
at ours, even if we wanted to (which we don't). 

But we can't just flip the licence on it to e.g. BSD without asking all the
contributors.

biesi: did you have a particular use for this file which required a different
licence, or were you just thinking out loud? If the latter, I can't justify
spending time looking at this until someone comes along and says they need it
for something.

OK, I'm not going to fix this until someone needs it fixed. There's too much
other stuff to do :-)
