When creating an email message using Yahoo mail the menu bar which controls
formatting tools (bold/italics/ etc) are not visible whereas in IE they appear
normally.

Reproducible: Always

Steps to Reproduce:
1.Login to Yahoo mail
2.Create new mail message
3.

Actual Results:  
Edit functio works and the message appears in a functional editor but the format
tools do not appear above the message.
