F5 or Ctrl+F5 does not refresh web site

Visit any web site and press F5 or ctrl+f5 to reload the page and nothing
happens. The page does not reload. Mozilla ignores the key sequence. F6 works to
get focus in the address bar, all other keyboard shortcuts work (to my
knowledge). There is no other application running that might be taking
precedence over my f5 key.

Reproducible: Always

Steps to Reproduce:
1. Visit any website
2. Press F5 or ctrl+f5 with hopes to reload the page
3. Watch in awe as nothing happens

Actual Results:  
Nothing happens.

Expected Results:  
Reload / Refresh current web site.
