When you add a new subversion, say going from 1.0.1 to 1.0.2, it should up the maxver on all extensions and themes that said 1.0.1. See bug 284044 and bug 287350 for details

I think this is WONTFIX, now that we have the x.y.z.* capability and should be strongly encouraging people to use it.
