Can't click to collapse menus

Details
It is no longer possible to collapse a menu by clicking it. This was not the
case some time ago.
Steps to reproduce:
1. Click the "File" menu once.
2. Click the "File" menu again.
Actual resaults: The menu flickers but returns.
Expected resaluts: The menu should collapse.
You can actually collapse the menu by doubleclicking it.
Almost the same goes for menues in the Personal toolbar. The only difference is
that the menu dosn't flicker.
I don't know if this is XP or not.
I'm using Win98SE with build 2000-02-26-08
