29402 - Menu closes if submenu already open when clicking

On build 2000-02-26-08 on Win98SE

When clicking on a menuitem that has submenuitems open the menu closes if there 
already is a submenu open. There are two situations where this occurs; when the 
submenu of the item clicked is already open and when some other submenu is open.

Steps to reproduce
1. Open Bookmarks menu
2. Place mouse over the "Search" menuitem and wait until the submenu has opened
3. Click the "Search" item

or

1. Open Bookmarks menu
2. Place mouse over the "Search" menuitem and wait until the submenu has opened
3. Click the "Business and Finance" menuitem

Actual behaviour:
The menu closes

Expected behavior:
In the first example the expected behaviour might actually differ from platform 
to platform, nothing should happen.

In the second example the other the new submenu should open.
