Since the vertical scrollbar is not always visible, the page content jumps
around when you are navigating between pages that are long enough to have a
right scrollbar and other pages that are not long enough to have a right
scrollbar that are center (and right) justified sites like Yahoo and probably
50% of all other sites that aren't left justified. Although from a purely
functional point of view, there is no need for a right scrollbar when the page
isn't long enough, the extra space on the page is not worth the jumping around
of the page content that occurs during navigation. This drives many people I
know nuts, and I think it would be better if scrollbars were shown by default
(or actually if the space was just reserved that is the same toolbar background
 color even if there is nothing to scroll, unless the user changes the default
option to instead have the scrollbars hide when not used. Would suggest the same
for the horizontal scroll also (in case content is checking vertical window size
and justifies accordingly which could cause similar jumps).

Reproducible: Always

Steps to Reproduce:
1. Go to any site that is center justified
2. Adjust window size so that it introduces the right scrollbar, or navigate
between center justified pages where one is long enough to introduce scrollbar
and one is not long enough
3. User becomes annoyed (not me personally, but many others I know)

Actual Results:  
scrollbar annoyingly disappears or reappears shifting content.

Expected Results:  
By default should reserve scrollbar width/height. Have an option in
Tools->Options->Advanced->Browsing to turn on "Hide unnecessary scrollbars."
