Reproducible: Always

Steps to Reproduce:
1. Make a comment, fill in all fields, give a rating of 0 Stars

Actual Results:  
"Error 3: Comment is Blank or Rating is Null."

Expected Results:  
No error should occur, since the comment is not blank and the rating is not null.
