Dialogs that have OK to accept changes also tend to have Cancel to abort the changes. Since the toolbar customisation can't be aborted, "close" would be more sensible, same as the options dialog on Mac and Linux.

the "done" makes more sense becuase you aren't "okaying" your changes. The changes are already made, you are simple saying "yeah I'm done customizing". Close might be a good substitute but frankly I think "done" does a fine job.
