Ie: if I blocked www.foo.com, I select it, click Toogle, and then that site is allowed to show images. Hope you understand my English, :P Reproducible: Always Steps to Reproduce:
No dupes found, confirming. I'd rather not see an additional button in that dialog though, something like toggle-on-doubleclick would be better imho.
