294377 - unable to resize the theme list side of theme manager frame

The list of installed themes can't be resized - only the preview portion of the
frame resizes. Messages under the individual theme titles are sometimes too long
to be displayed in the list, causing the message to end in "..." and not
allowing the full message to be viewed. There is no resizer grip/window
partition grip for just the list.

Reproducible: Always

Steps to Reproduce:
1. Open the theme manager
2. Find a theme that wants to tell you something that is longer than the width
of the list
3. 

Actual Results:  
Can't read the entire message.

Expected Results:  
Should allow for resizing of the list width to allow viewing of the message OR
hovering over the theme should show the entire message.
