After closing toolbar customization window, toolbar objects remain disabled
(grayed out).

Reproducible: Always

Steps to Reproduce:
1. Right click on toolbar
2. Select "customize".
3. Close customize window.


Actual Results:  
Can't use the toolbar items.

Expected Results:  
Toolbar should function normally.

I'm not sure if my account is the same; however, the results are. There is an
update icon immediately to the right of my standard menus and when you enter
toolbar customization, immediately following exit, the standard menu buttons
become unaccessable. In addition, when in customization, you can't remove the icon.

For me, reproduceable steps are as follows. Firstly, edit your bookmarks.html
file and replace the contents of the "PERSONAL_TOOLBAR_FOLDER" attribute of the
H3 tag for your bookmarks toolbar folder to any other value then "true". Once
you fire up the browser you should see this update icon.
