When you install Firefox for the first time, it loads the Firefox default start
page. This is good. But when you upgrade it should respect the current setup and
while still allowing to make the Firefox start page the default start page, the
option should be ticked off by default.

Why is it important ? I will take my example. I have recently upgraded my
parents' computer Firefox, and by laziness I forgot to turn off the option.
Thus, the start page was not anymore their webmail and I had to explain
painstakingly over the phone how to restore the previous config.

While it makes sense on the first install to have a default page, but if someone
has changed the startup page afterwards, it seems logic not to break its config
by default when upgrading

Reproducible: Always
