I think it should also stop you submitting a report without a description. See

The problem with enforcing a description is it's pointless.  No reason why a
user can't just ender 'asdfjkl;' and submit that.

We can do it for problem type, since that's a hardcoded list.  

Yes, there are already 1 or 2 abusing with bogus reports.  I think if it keeps
up we'll either start blocking (if really necessary), or I'll set it up so
people can report bogus reports, and we'll easily be able to delete them.

We'll see how it goes.
This is going to be a WONTFIX.  

We've got about 20k reports showing this isn't confusing many (if any) people.

Descriptions will continue to be optional.  We want the user to do minimal work to help us.  If they want to go the extra mile.... we provide the space for them to do so.
