294582 - Remember username even if not remembering password

When Firefox asks if you want to remember a password, the options presented are
Yes, No and Never.  If No or Never are selected, neither the username nor
password are remembered.

I propose that if No or Never are selected, the username should still be
remembered, but not the password.  When visiting the same domain later, the
username would be pre-filled with the most recent username used, and keyboard
focus would be in the password field, which will be blank.
