The Outgoing Server drop down in Account Settings should be under the Server
settings of each account and not under general account settings (the account name).
The current arrangement is confusing and illogical.

This is probably a dupe of bug 202468. Take a look at bug 202468 comment 149,
bug 202468 comment 150, and bug 202468 comment 36 for why we are putting it in
the Account Settings tab and not the Server Settings tab.

I also think, that outgoing server should be under Server Settings

No. It's logically proper from point of "logical or illogical" view, or system design view.
SMTP server choice has no relation to POP3 account's POP3 server related settings.
SMTP server choice has relation to only an "Identity"(mail address used for mail sending) in current design (current mail system too).
Since SMTP choice is required for each identity(mail address), SMTP choice is placed in each identity's definition panel, which is placed under "Manage Identities" button.
And since the "Manage Identities" button is placed in main account definition panel, SMTP choice of main identity is also displayed and choosable at main account definition panel.
I agree with you on "confusing" portion, because all of "POP3/IMAP/NEWS server" and "SMTP server" uses same word of "server" and they are really placed at a server.
This confusion can be avoided by moving "SMTP choice" to "Server Settings" panel, but it'll produce more illogical UI : "Manage Identities" button in "Server Settings" panel for POP3 server related settings.

This has been thoroughly discussed elsewhere and is much less of a non issue in TB 1.5. which is clear to me now. Closing as a duplicate of 202468.
