The patch to bug 260836 contains docshell changes which got landed on aviary, but not 1.7. We need to keep these branches synced, so we need those changes there, too.
Adding to 1.7.9 radar.

For the record, the reason these patches were left off the 1.7.X branch is because they were Thunderbird only and we were only concerned about 1.7 matching Firefox.
not blocking a security release; might approve a ready-to-go patch (does the one in 260836 apply cleanly? why not just nominate that bug?)
