All menus are non-functional (no menu drops down from the title.) Closing the download manager warns that the downloads will be aborted (which should not occur on MacOS, as an application may still be active even with no open windows). If you confirm the message, and click "Cancel downloads", you can open a new browser window, and downloads are *not* canceled. Reproducible: Always Steps to Reproduce: 1. Begin download, leave download manager window open. 2. Close all other browser windows. 3. Try to open new browser window, or click download manager's close box. Actual Results: Closing the download manager (after confirming that downloads will be aborted) allows you to continue browsing, and downloads are not aborted as the message indicates. Expected Results: Download manager should be closeable without a warning. Where present, warning should actually cancel downloads (as the warning says will occur). Menus should remain functinal after last browser window is closed, so a new window may be opened.
