2.16.9 is broken -- many users can't enter bugs on it, particularly not from a
fresh install. So, we need to pull 2.16.9 and post a 2.16.10 instead.

OK, I've tagged the release with -STABLE and 2_16_10, and I'm building the
tarballs, now. I've also done some of the web updates, locally, and will post
them as a patch once I've got the tarballs and the diffs ready to update the
Downloads page with.

OK, here's all the web site updates in one patch. They don't need detailed
review, just a quick look-over. They're up on
http://landfill.bugzilla.org/bugzilla.org/ right now.

The patch sizes will have to change slightly to include the rel_notes that I
haven't checked-in yet.

OK, justdave says that we didn't put 2.14.4, so there's no need to pull 2.16.9.
This makes the page updates somewhat simpler. Here they are.

They will still need to have the byte sizes of the downloads updated slightly
before we commit the changes.

OK, I sent the release announcement. Sorry for doing this while you were asleep,
justdave, but we really wanted to get the fix out there before anybody else
started using 2.16.9. If there's anything you want to fix, just let me know.
LpSolit caught most of it, though, I'm pretty sure. We fixed a few things on the
web pages after checkin.
