295133 - installer creates program-group when checkbox is disabled

At one page in the installer, the user is be asked to create
- program group
- desktop icon
- quickstart icon
when these checkboxes are deactivated, the installer doesn't create the icons
but it creates an empty program group.

Reproducible: Always

Steps to Reproduce:
1. start installer
2. disable the checkbox spoken above
3. look in start menu for an empty "firefox"-folder

Actual Results:  
No icon but an empty program group

Expected Results:  
No icon AND no program group
